In 2024, international aid to Ukraine declined: the volume of Official Development Assistance (ODA) dropped to $15.5 billion, compared to $20 billion in 2023 and $16–18 billion in 2022. Ukraine’s share in the global distribution of official aid decreased from 9% to 7.3%.
The world is growing tired of the war, and crises are multiplying: Gaza, Sudan, climate disasters — all of this is pushing Ukraine out of the spotlight for global donors.
In these circumstances, Ukraine needs a systemic policy for engaging with its diaspora. Sustainable platforms, participation tools, regular communication, and trust — all of this is critically important. The diaspora can become one of the key players in mitigating the effects of reduced international aid.
That is why we conducted the study “Partnership Across Borders: How the Diaspora and NGOs Are Shaping New Models of Cooperation”, where we analyzed:

what motivates — and what hinders — diaspora participation in charitable, volunteer, and advocacy initiatives;

which cooperation models are used by other countries — and how they can be adapted;

how to work effectively with different waves of diaspora migration;

what the state, civil society organizations, and the diaspora itself can do to build sustainable mechanisms of trust and cooperation.
